Should probably be 4 stars, but I just had a nice tasty Vietnamese beefsteak (6-7oz?) in a hot plate, with mushrooms, onions, and potatoes, for 90 dong. So value puts this place over the top.
I asked for medium rare, and it was more medium, but I am nitpicking. It comes swimming in a quarter inch of oil, but it is tasty oil.
For under 5 bucks, this place totally surpassed expectations (quite unlike cafe 69). I will definitely go back, and am looking forward to trying their sandwiches.
I ya haven't already, y'all should try this!

Well, French-style beef steak here has reputation. I have had steak in many other restaurants, but this one is the best so far, without no doubt. The taste of steak is genuine!
Price is also reasonable, at about 80.000VND per set (~2grams beef steak).
Staff here are quite quick and friendly.
- Here are some drawbacks:
1. The place is too small.
2. Ventilation here is quite bad.
Anyway, I like this place!

This place is well hidden away near the top end of Ly Quoc Su and I would never have ventured here had it not been for a good friend who swears that he gets the best steak in Hanoi here. I felt compelled to give it a try and found it with little or no hassle. The downstairs is what I would call "compact and bijou" so if you are in taking the family, friends and relations, have a rethink. Apparently there is an upstairs but I did not venture there but it is supposed to seat a lot more people.
The steaks are served on a hotplate so if you want it rare they will put it on a proper plate for you so it stops cooking and it does taste good. We had a some pate with bread as well as 2 steak and chips with 2 bottles of water for just over 100,000VND. Excellent little lunch place after 1pm as the Viets love the place during their lunch time so just beware, it can get a bit crowded. If you don't mind eating off peak then you are definitely in for a treat.

To call this place a French restaurant is misleading. It is a Vietnamese deli that has a restaurant, with a fairly full Vietnamese menu, but which specializes in steak - and it is by far the best value steak in Hanoi. Allegedly this place has been in this spot, operated by the same family, since the early 1950s. Downstairs used to be a bit of a dive, with the menu on boards on the wall, but they have smartened it up a bit the last few years, and the upstairs dining room, which seats about 40 but is very utilitarian -- but air conditioned -- is clean and cool. They also now have printed detailed menus, but they can still produce items off the old boards if you know what to ask for -- my own favorite is the shashlik, thit nuong Nga, which is wonderful lumps -- real lumps -- of excellent grilled beef, served with shredded red cabbage (it doesn't appear on the printed menus, but if you ask for it you will get it). They also have some of the best fried potatoes in Hanoi, at least for my taste -- real Brit sized chips, but crisp and not oily. Prices have gone up since the early 2000s, but still excellent value if you want to eat meat. As the other review notes, very popular with Vietnamese, so often crowded. Not much frontage, but somehow they manage to look after all the motorbikes. I give it four stars at least.
